Article (2) This law aims to:<\/span>
1- Bring about quantitative and qualitative changes in the scientific, technical and cultural movement and direct educational and research institutions in a way that achieves continuous interaction between thought and practice towards achieving originality and scientific rigor and interaction with human experiences and expertise and adopting international scientific quality standards and higher levels of educational development in order to build new generations that carry the banner of science and knowledge to be an active and influential force in society.<\/span><\/p>\n

Second: The Minister may extend the service of a professor holding a rare specialization, exempting them from the age requirement, upon the recommendation of the University Council and with the endorsement of the relevant medical committee.<\/span>
Third: A retiree who does not return to their position in accordance with the provisions of this law shall not be entitled to the privileges stipulated herein and shall continue to receive their pension.<\/span><\/p>\n

Sixth: A university service employee shall be granted a fixed financial reward of (4,000,000) four million dinars for each research paper published in journals with an impact factor (known internationally as a measure of journal rigor).<\/span><\/p>\n

of 1960, as amended, shall be repealed and replaced by the following:<\/span>
Article Fifty<\/span>
First – A – The competent minister or the head of the entity not affiliated with a ministry may grant an employee who holds a primary or higher university degree and has completed (2) years of actual job service after the last degree, a study leave outside Iraq with all the salary and fixed allowances he receives to obtain a higher degree for the period required for study and language learning in accordance with the conditions approved for scholarship students.<\/span><\/p>\n
