<\/span><\/p>\n <\/span><\/p>\n <\/span><\/p>\n Article 1<\/span><\/p>\n The student is obligated to:<\/span> Thirteenth – Not using mobile phones, personal computers, or other devices in a way that harms collegial relations and public etiquette within the university campus.<\/span><\/p>\n Fourteenth \u2013 Not attending college or institute while drunk or under the influence of drugs.<\/span><\/p>\n Article 2<\/span><\/p>\n A student will be warned if they commit one of the following violations:<\/span> Article 3<\/span><\/p>\n A student shall be reprimanded if he commits one of the following violations:<\/span> Article 4<\/span><\/p>\n A student shall be suspended for (30) thirty days if he commits any of the following violations:<\/span> Article 5<\/span><\/p>\n A student shall be temporarily suspended from the university for a period not exceeding one academic year if they commit any of the following violations:<\/span> Article 6<\/span><\/p>\n A student shall be permanently expelled from the college or institute by a decision of the university council and have their registration cancelled if they commit any of the following violations:<\/span> Article 7<\/span><\/p>\n First \u2013 Imposing the penalties stipulated in Articles (2), (3), (4), (5), and (6) of these instructions on the offending student does not preclude imposing other penalties if the violation falls under the purview of penal laws.<\/span> Article 8<\/span><\/p>\n Firstly, the Dean of the College or Institute shall form a Student Disciplinary Committee, chaired by the Assistant Dean and with two members of the teaching staff, one of whom shall be a legal professional, and shall assign one of the administrative staff members as the committee\u2019s rapporteur.<\/span><\/p>\n B – The Dean of the College or Institute may seek the assistance of one of the faculty members who are legal professionals from outside the College or Institute to be a member of the committee stipulated in paragraph (A) of this clause.<\/span><\/p>\n Secondly, if the committee finds that the student\u2019s action referred to it constitutes a crime under the penal laws, it must recommend that he be referred to the competent court.<\/span><\/p>\n Article 9<\/span><\/p>\n No disciplinary penalty may be imposed unless it is recommended by the Student Disciplinary Committee.<\/span><\/p>\n Article 10<\/span><\/p>\n The disciplinary penalties stipulated in these instructions shall be imposed by a decision of the College or Institute Council, and the Council may delegate its powers to the Dean of the College or Institute.<\/span><\/p>\n Article 11<\/span><\/p>\n First \u2013 A student dismissed from a college or institute may appeal the dismissal decision to the Administrative Court in accordance with the law.<\/span> Article 12<\/span><\/p>\n This article was deleted by virtue of the first amendment No. 169 of 2018.<\/span><\/p>\n Article 13<\/span><\/p>\n The penalty decision shall be posted on the notice board of the college or institute for a period of no less than (15) fifteen days, and the student\u2019s guardian shall be notified of it in writing.<\/span><\/p>\n Article 14<\/span><\/p>\n Instructions for Higher Education Student Discipline No. (19) of 1989 are hereby cancelled.<\/span><\/p>\n Article 15<\/span><\/p>\n These instructions shall be implemented from the date of their publication in the Official Gazette.<\/span><\/p>\n \u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n \u00a0<\/span><\/p>\n [\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":" Instructions for student discipline in institutions of the Ministry of Higher Education and Scientific Research No. 160 of 2007, as amended by Instructions No. 169 of 2018. First \u2013 Abide by the laws, regulations, internal bylaws, instructions, and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, authority, college, institute).<\/span>
Second \u2013 Refrain from harming religious beliefs, national unity, or national sentiments, or intentionally inciting sectarian, ethnic, or religious strife, whether through words or actions.<\/span>
Third \u2013 Refrain from damaging the reputation of the Ministry or its institutions, whether through words or actions, inside or outside its premises.<\/span>
Fourth \u2013 Avoid all behavior that contradicts university conduct, including maintaining high discipline, respecting the administration, faculty, and staff, and fostering collegial and cooperative relationships among students.<\/span>
Fifth \u2013 Maintain disciplined and upright conduct, which will positively impact the student’s<\/span>
chances of being appointed or nominated for scholarships and fellowships. Sixth \u2013 Refrain from any action that disrupts order, tranquility, or peace within the university campus (college or institute), or from participating in, inciting, or concealing such actions.<\/span>
Seventh \u2013 Preserve the academic supplies and property of the university, authority, college, or institute.<\/span>
Eighth \u2013 Students must not disrupt the smooth running of studies and must maintain the discipline required for lectures, seminars, or activities held on campus (college or institute).<\/span>
Ninth \u2013 Students must adhere to the prescribed uniform, taking into account the specific regulations of each university or institution.<\/span>
Tenth \u2013 Students must refrain from advocating for organizations that could deepen divisions or practice any form of political, religious, or social oppression.<\/span>
Eleventh \u2013 Students must refrain from promoting any political party, organization, ethnic, national, or sectarian group, whether through displaying pictures, banners, posters, or holding seminars.<\/span>
Twelfth \u2013 Students must not invite partisan figures to give lectures or hold partisan or religious propaganda seminars on campus in order to preserve national unity.<\/span><\/p>\n
First \u2013 Failure to adhere to the uniform prescribed by the university or institution.<\/span>
Second \u2013 Abusing the camaraderie between students or verbally abusing another student.<\/span><\/p>\n
First – an act that warrants a reprimand, having previously been reprimanded.<\/span>
Second – disturbing order, tranquility, and peace in the university, institution, college, or institute.<\/span><\/p>\n
First \u2013 An act that warrants a warning, having already received a warning.<\/span>
Second \u2013 Verbal abuse directed at any member of the university staff who is not a faculty member.<\/span>
Third \u2013 Defaming a faculty member in a way that is offensive to him, whether inside or outside the college or institute.<\/span>
Fourth \u2013 Posting posters \u2013 within the university campus \u2013 that violate public order and decency.<\/span><\/p>\n
First \u2013 If they repeatedly commit any of the acts stipulated in Article (4) of these regulations.<\/span>
Second \u2013 If they engage in or incite sectarian or ethnic gatherings, or political or partisan gatherings, within the university campus.<\/span>
Third \u2013 If they physically assault any member of the university staff who is not a faculty member. Fourth \u2013<\/span>
If they use violence against fellow students, threaten them, or attempt to blackmail them with photos, recordings, or any other means.<\/span>
Fifth \u2013 If they threaten to commit acts of armed violence.<\/span>
Sixth \u2013 If they carry weapons of any kind, with or without a permit, or carry sharp, blunt, or harmful instruments or materials of any kind within the university campus and its facilities.<\/span>
Seventh \u2013 If they intentionally or through gross negligence cause damage to the property of the university, the institution, the college, or the institute.<\/span>
Eighth \u2013 If they offend national unity or religious beliefs.<\/span>
Ninth \u2013 Verbally abusing a member of the teaching staff inside or outside the college or institute.<\/span>
Tenth \u2013 Damaging the reputation of the university or institution through words or actions.<\/span>
Eleventh \u2013 Deliberately disrupting the proper conduct of studies.<\/span>
Twelfth \u2013 Being found guilty of fraud or deception against fellow students and members of the college or institute.<\/span><\/p>\n
First \u2013 Repeating any of the violations stipulated in Article (5) of these instructions.<\/span>
Second \u2013 Physically assaulting a member of the teaching staff or lecturer at the university, institution, college, or institute.<\/span>
Third \u2013 Committing an act that is indecent and contrary to public morals and decency.<\/span>
Fourth \u2013 Submitting any forged documents, books, or papers, knowing them to be forged, or being an instigator of forgery.<\/span>
Fifth \u2013 Being found to have committed, participated in, or assisted in an act that disrupts security and tranquility within the university campus.<\/span>
Sixth \u2013 Being convicted of a felony or misdemeanor involving moral turpitude for which the sentence exceeds one year.<\/span><\/p>\n
Second \u2013 If a criminal case is filed against the student for an act attributed to him outside the university campus, consideration of his disciplinary punishment shall be postponed until the criminal case is decided and a final judgment is issued.<\/span><\/p>\n
Second \u2013 The periods of dismissal stipulated in these instructions shall not be counted towards the periods of absence stipulated in Article 9 of Examination Instructions No. 134 of 2000.<\/span><\/p>\n
